What are RTO and RPO?

RTO is the maximum acceptable time to restore a process or system; RPO is the maximum amount of data that can be lost, measured as time since the last valid backup.

How often should a continuity plan be tested?

Periodically and after relevant changes. Frequency depends on process criticality and applicable obligations.

Is a backup the same as a recovery plan?

No. A backup is one component; the plan defines priorities, owners, procedures and timeframes to restore operations.
